WP 32 Cost/benefit data collection and modelling Meeting minutes: 7th June 2012

Weekly meetings

It was agreed that meetings would be held weekly from now on for the next few months in order to increase the momentum within this WP. (KK)

Cost model analysis

It was agreed that a template be used in order to carry out a high level analysis of models. This would ensure that a consistent approach is taken in the analysis across the different models.

The cost models were assigned to each participant as follows:

  • NASA model - D Giaretta (STFC)
  • ESA model - D Giaretta (STFC)
  • DANS model - H Tjalsma (DANS)
  • ENSURE - S Lambert (STFC)
  • ISIS model - S Lambert (STFC)
  • DP4lib - K Schmitt (DNB)
  • PrestoPrime - S Dallmeier- Tiessen/P Herterich (CERN)
  • OECD model - S Dallmeier- Tiessen/P Herterich (CERN)
  • KRDS model - S Dallmeier- Tiessen/P Herterich (CERN)
  • LIFE 3 - K Kaur (BL)
  • CMDP - S McMeekin (DPC)

  • Others - TBC

The initial analysis (using a template) should take no longer than 2/3 hours.

Purpose of template

  • To provide a consistent approach
  • To allow for the comparison of models
  • To allow any prospective user of cost models to be able to asses the appropriateness of each model
  • It may be that a high level decision tree can be produced which will give users the best model which is suited to their particular situation
  • To provide information for the deliverable report, D32.1 Report on cost parameters for digital repositories

Template for cost model analysis

The template consists of the following sections:

  1. Scope - Which sector does this cost model relate to? Which type of organisation does the model apply to?
  2. Purpose - What ist the purpose of the cost model? (i.e.: Budgeting, Accounting, cost allocation)
  3. Background - What are the origins of the model? Where did the model come from? How was it started? Why was it needed?
  4. Cost model data - What data was used to build/validate the model?
  5. Applicability - Which preservation activity does this model relate to? e.g. 3rd party providing diverse services to different customers, one off activity, cost recovery approach, long term preservation arrangement
  6. Reference to OAIS - Is there any reference to OAIS within the model?
  7. Benefits - What are the benefits of the model?
  8. Challenges - What are the challenges to the model itself (i.e. areas where it is considered weak or untested)?
  9. Cost parameters - Are cost parameters clearly defined? Can the cost parameters be set out against the headings in the table given (i.e. aligned to the ISO16363/OAIS). This allows for a mapping exercise which can be reviewed further in the next phase of the WP. Parameters can be grouped under relevant headings. NB this is a list of the data need to run the model (incl definitions where available).
  10. Validation of model - Has the cost model been validated? If so, provide details.
  11. Tool support - If a tool is available within the model, is support available?

Table on cost parameters - TO BE INSERTED [KK to add ISO 16363 headings to a table - so that they can be selected for each model]

It may be that during the review participants suggest an additional heading be included. In which case the template will be updated and re-issued to all. [KK]

A template has been provided for the AHM - this needs to be completed for this WP. [KK]
